Its a tension meter. Used to measure the back-tension in video cassette recorders. It is used in service to calibrate the back tension to make sure there is exactly enough tension on the tape.

It's a bad angle, so it's hard to be sure what it is, but I doubt it's a garlic press. A garlic press has a press going inside of a mold, while what would be the press on this gadget is definitely not going inside what looks like a mold. It looks like there's a gague on the other side, but once again, it's too hard to tell from the angle given.
