    I assume it is a cooking utensil of some sort. my gf's mother has always wondered what it was for the longest time.

    what is the name of it and what is it used for???

        Its a tension meter. Used to measure the back-tension in video cassette recorders. It is used in service to calibrate the back tension to make sure there is exactly enough tension on the tape.

                  Its a manual chode remover. These days the electric ones are popular, but in the old days you had to use one of those. ouch!

                                    It's a bad angle, so it's hard to be sure what it is, but I doubt it's a garlic press. A garlic press has a press going inside of a mold, while what would be the press on this gadget is definitely not going inside what looks like a mold. It looks like there's a gague on the other side, but once again, it's too hard to tell from the angle given.
