Someone who purchases a business may take on its debts or not. If he does not, or does but fails to settle them promptly, he is taking advantage of the mess that the original owner created and doing so at the expense of the creditors. That ultimately those creditors may be paid in part or in full, when otherwise they might not have been, does not make the new owner smell any better. A business which acts unethically on day one is not a business that I want anything to do with.
This industry is riddled with unethical behavior. Each time we condone such behavior, we encourage it.
