Get any old (386 or better) pc, setup a webserver on it. http://savant.sourceforge.net/ is a decent freeware windows based webserver, setup your router to allow the port (and that port only) that this server is on inbound access then link to it via IP... http://111.111.111.111/file.exe and you're rockin'.
