Ok, I think and hope that I have finally found a solution:
changing my password !
I didn't change my password since the start. It seems like that some of the programs I have joined in CCBill are hitting my main account to import data into their affiliate stats. Therefore my main account is hit twice at the same time from different IP's and gets locked.
