The fiasco in NO was the failure of LOUISIANA, not the USA.

Fema is NOT a first responder and its a fact that they werent to blame. Look at Florida and its Governer. They were prepared. Yeah, Fema comes in after the fact to provide aid, according to it's mandate, but the first responsibilities lay on the local government. In Floridas case you have a capable one, in Louisiana you have an ineffective and incompetent one.
