Make sure it's after your title tag but before your body tag. The ID is encoded to read the titles and meta tags to figure out exactly how far up you get bumped on the SERP's. I'll ICQ you, its easier.

I was able to acquire a Priority Google ID for one of my websites. The boost in PR and crawl frequency was worth the price.
