Had you got your domain indexed in google before? for see if your domain is banned use the parameter site:www.yourdomain.com ,if it show results isn,t banned, if not...1-the domain isn,t indexed or 2-the domain was banned...

at first your site will go to sandbox, and later if you follow the rules you'll get PR. You'll be banned if you break google rules...

Buying a banned domain=I've done that before! 2 years ago a domain came up that I wanted and I didn't know that it was banned. I had to wait quite a while for the domain get unbanned.
