One of them just can't leave as he owns a hotel that is used as a shelter during this kind of thing, so his job is to make sure people that can't leave at least have a place to go to try and weather it out. What a tough situation your friend is in with the hotel. Yes, i understand your point when it comes to the 'local mindset' and being jaded after years of misses and close calls.
