One of them just can't leave as he owns a hotel that is used as a shelter during this kind of thing, so his job is to make sure people that can't leave at least have a place to go to try and weather it out. Also..the last time Cancun was actually hit was in 88, every year we have warnings, but after so many years of nothing, alot of the locals think these storms will just pass by like they usually do.
