feed him..just throw some waste food, maybe dog is hungry.just don't go near him, theres a possibilty that he will bite you...remember the rabies.

The cops cannot do anything except give the owner a noise citation.

Animal control will either take the dog (if its loose) or write a citation/warning to the owner.

Don't kill the dog. Its only doing what it knows how to do.

It wouldn't do anything to the noise level, but a change in barking pitch would notify the owner, if it gave a damn about the stupid dog.

My dogs bark all night this time of the year and they live outside. The wolves instigate, its natural behavior, I've never had a complaint although I'm at least a couple hundred feet from the closest house.
