From a publisher (webmasters) point of view, it could be called an ad managment and evaluation system. By which you can set up dynamic targeted (by your criteria) advertisements for multiple advertisers (sponsors).
Since effectiveness of the advertisements is based on impressions, clicks and conversions in one place, you can get valuable information on which ads deserve to be displayed more often on which traffic source of yours. And yes the system allows you to adjust the weighting of the ads.
What makes that more solid is that dollars.com hosts all of the sponsors tours (yes thats right) and advertisements and receives data direct from the processor.
Anyway even a short explanation from a webmaster like me who's on the outside looking in would get long if you want more detail..

"When a sale is made, the funds are immediately credited to your account, and can be withdrawn via Epassporte at any time (assuming you are a verified publisher). We charge a low 20 dollar transfer fee* when you make a withdrawal, but you can withdraw funds earned from all your advertisers in one centralized location, and do so as often as you want. Furthermore, the fee is always $20*, even if you're withdrawing $30,000."
No more waiting for wires and setting up minimum payments and email different sponsors the new wire details.

My system hosts its own tours and sends to sponsor's join pages. And tours that dont perform get dumped. Tours also rotate so the same surfer doesnt see the same thing the next time. Can send to different sponsors and its all seperated by keywords to specific niches. I've had this for 4 years now.Comment
