Yeah, its all about culture, ppl in america eat cows and ppl in india worship them. Eating animals is one thing, using them for shark bait is another. It doesn't make sense to bait a hook with a dog in that fashion. if a shark went to take a bite of the dog, he would prolly go for the mid section and bite the dog in half. don't let emotions get in the way of logic.
