Clinton did not produce the surpluss Congress and the Senate did. Without the support and the proper bills getting sent through and passed it would not have happened. Newt Gingrich's contract with america brought us back to plus.
A thing callled 9/11 sent the economy in a tail spin.....I'm no fan of Bush don't get me wrong.......... we haven't had a decent President in Years maybe 100 or so...(Reagan Came Close)
As for the next president being a Dem, it will almost 100% for sure be. But, it really wouldn't make a difference because their all stuck now somewhere in the middle
