Depends on the guys qualifications.

If you're looking for a monkey to chop up video and push buttons, 12-15$ an hour is ok.

But if you're looking for a real video editor to assemble your stuff and make it look good. You're looking at about 30-40$ an hour.

Seems pricy, but a good video editor can make the difference between watching home movies with naked people fucking in them and a really good production that other reputable companies are going to want to buy.

Trailers, animated graphics, color correction, sound correction and balancing, etc is something that a video monkey should not be doing because these are tasks that experts should take on.
