The world record for women was set in 1988 by Florence Griffith-Joyner in a time of 10.49 sec. No one has even come close to that since. Anything under 11.00 for a woman is considered very good. The world record for men is held by Tim Montgomery in a time of 9.78 sec. Anything under 10 seconds is fast, and under 9.90 is exceptional. Justin Gaitlin, the winner in Athens, ran in 9.85 sec.

Its just a scientific study though. You get in some other variables and things will turn out different. Pretty sure they know this themselves as well..
