Well I think it is not out of the norm to inform law enforcement when someone is "truly in fear" of being stalked. To me your motive for taking in to the board is suspect. Could it be you took it to the board for the "drama" of it all, and recieved more attention than you probably expected?
None the less it is over with. He made an apology "of sorts" and you made a decent apology, although you are continuing to persue the matter.
