if the service is bad, i don't feel obligated. i'm not a picky person, and i can understand if the chef gives the waiter the wrong food. so if i feel the service is bad, it is. being surly shouldn't be rewarded.

not here. when i was managing a bar, it was legal to pay LESS than minimum wage (which you can't live on) to servicing persons because the government felt that they would make tips. where i live, minimum wage is like $6 and our one bedroom apartment is $1000, and a one-way bus trip could easily run over $1.50. so i tip - and anyway, i usually get extra nice service, which always deserves a reward imo.
