There are many banks that will give you a secured credit card if you do not have one or cannot get one. Some require as little as a $200.00 deposit and you get a $200.00 limit. Get one, get verified with PayPal then close the secured credit card account and get your $200.00 back from them. You could always keep the secured credit card but they will suck you dry with fees so I'd use it for the purpose of getting paypal verified then ditch them.
