Seems that it's pay per call dialer. User calls a number, listen th ephone, gets the password and enters in on a site. Then gets charged by phone for some period access.
It's a good alternative for those who don't like credit card on a paysite. But don't think it works so good as the only opportunity to get serfer billed.Comment

Cecash seems to use that kind of dialer...
At least when redirecting traffic from my Country (Finland)
And if i am remebering right i use to see same kind of solution when clicking gammacash links
