I'm still not sure what it matters where he was issued his license. I've driven in Mexico and I gotta say it was organized chaos. I loved driving down there... I only wish it was like that here.

Ja, that's what the news said tonight. They made a point of that the bus company had had citings for safety problems before and that the driver had a Mexican license.
Whether liability is on him is another matter. Looks more like haste made waste. He might have snagged that bus at the last minute not inspecting it himself.
Same disclosure happened not too long ago with a bunch of seniors heading to Vegas. They authorities did random stops to check buses and busted dudes driving buses that had rotten breaks and other violations. Drivers said they didn't inspect the buses they just drove them, yet the news crews showed how drivers were supposed to check their vehicles first.
