Most definitely - they learned their lesson back in 1900 - when just about everyone in Galveston was killed - they have a great sea wall built that will weather the storm - but:
Id be a lot more worried about NO - they are on the north/right side of the hurricanes predicted path which will mean they will get the worst of it since its already so big - I think they said about an hour ago its already up to 150 mile radius or 300 mile diameter - and the Natl Hurricane Ctr head honcho was just on TV saying he wouldnt be surprised to see it become a Cat 5.
That would be enough to tear down the flood walls in New Orleans with no problem - you thought the flooding was bad before - this would float all the bodies in the cemetaries out (since they use crypts above ground) - and completely swamp everything - not just a few thousand houses - and thats if it keeps going to Texas - if it turns towards the NW at all NO is sunk - literally
