Well when you're country is surrounded by enemies I would assume you're intelligence service is gonna be better. Since the US is bordered with Canada and Mexico I can't possibly see the CIA being better than the Mossad.

Mossad is caught at almost everything they do, so they have a perceived reputation as being bad ass... but they fuck up so much shit. They are much better at hiring lobbyists to do their bidding in Washington D.C.
CIA, MI6, and French Intelligence... The Chinese... The Russians..

Since I worked in the intelligence business back when I was fresh out of college, I can tell you for sure that it is nothing like anyone imagines.
It is a world of deception, back stabbing and treason. And you'd better cover your ass because of "La raison d'Etat" which means that if you get caught, it is "bye bye".
The good thing about the Mossad and for the most part the CIA too is that they do not leave anyone behind and that they will do the utmost in order to get an agent back.
Back to your question, the actual perception would make one feel that the CIA is top notch, which they are, but realize they are the the most funded intelligence agency in the world. As for the Mossad, they usually are top of the line except for some "incidents" due to political correctness....Comment
