What kind of loyalty are you looking for?
Everybodys loyal to an extent, you just need to know what makes this person loyal.
How do you think crooks congregate/ murderers follow leaders? they understand what each other need and want.
If all you want from a female is sex and loyalty, and you don't give what she wants, she won't be loyal even if she was the most honest person in the world.
Same with co-workers, employees,
I have not met one person where I couldn't control if required unless they don't need anything which are far and few.
