Doubtful it would work like that.
If this really was a conspiracy, it would probably go something like this....
Undercover government agents "hang out" with this girl at a club and talk her into doing porn. They also tell her that they'll handle getting fake ID's. Then they set up shoots that get her into the industry. After some time, the FBI is tipped off and told to investigate.
