yes, the IMMEDIATE relief would normally be National Guard. Which both Mississippi and Lousiana BOTH are almost at half their guard sent out in Iraq.

Both are also complaining of lack of IMMEDIATE RELIEF RESPONSE, which is clearly due to both states having their guard in Iraq.

Another fact that proves this. Bush initially asked for 7k guard from other states to help New Orleans. Do you know how many guards they7 have serving in AFghanistan and Iraq? 6400
