Imagine loosing everything... no home, clothes, food, material possesions etc and getting 2k to start over. Do you think that's enough? Sure, some will take advantage but I believe most won't and that's what you want. You want it to be something positive in someone's life. Shit, even getting an apartment and starting over... they're gonna want first and last mth deposit. Plus, if you've got kids, you need to get them clothes and feed them.
