Race aside, it is probably not the best idea to give people free reign with public money. What comes to mind for me is Flexible Spending accounts that many people have through their work. For anyone not familiar with Flex Spending plans, it's tax free money that you can use for medical and health services and certain supplies.

You must submit receipts and only qualified purchases are allowed.

Just like WIC only certain food products are WIC approved.

I think it's a great thing that the government is empowering these people. I have no doubt some may misappropriate this money. I think that given the despair and depravity I'm confident that most will do the right thing and use this as a step up and a foothold to get their lives back together.
