Actually there is a chain of command in the United States.
It goes from bottom up.
Had the President declared martial law like it was discussed a few days ago, then not only would it have been illegal but all of the people screaming today about how incompetent he is would have been screaming about the outrageous illegal act of declaring martial law.
Just do a search on GFY and you will find a few threads attacking Bush about how he was going to use this hurricane to use martial law.

Now, that peasants like most of us are do not know about Federal and Constitutional law is ok, after all we are merely porn peddlers who are not supposed to be versed in law. But to hear US Senators and Congressmen yack about this is truely incredible, they know the law but they are using this tragedy for political gain.

The full responsability lies on the mayor of New Orleans and the Governor of Louisiana. The mayor did not use the full resources available to him to evacuate his people, he was supposed to know that most people who are on welfare do not have any means of transportation, he did not use the merely 500 school buses availableto him (picture of them was posted a few days ago). Secondly the Governor did not declare a state of emergency which would have allowed full disposal of Federal resources.

Why do you think there is no scandal in Mississippi? Because it is mostly white? Nope, even been there? Because, the Governor there declared a state of emergency prior to the arrival of the storm. Louisiana's Governor should be impeached for criminal negligence and so should the mayor.

Remember, the chain of command goes from the bottom up in State to Federal procedural law.

Now you can spurt your mouthes off, here is some help: "fuck bush, fuck america, long live fidel, the che is alive and well...
