Well as the president of the USA, sworn to uphold the constitution of the USA. I would remember that State's Rights is the law of the land and has been reinforced by the Supreme Court countless times.
I would assume that, like all states faced with disaster, they would address the situation and contain it. When and if they needed additional help they would ask.
I am of the mindset of a person that left his house early, I am assuming you still live with your mother... So the mindset of accepting responsibility is a foreign concept for you.
By your logic, if Washington D.C. was vaporized we would all not know what to do.
The states are supposed to function as images of the roles of the federal government and handle their own affairs. The people of Lousianna elected these people as their care takers, and reinforced this with their tax dollars. Who failed? I know your answer, so no need to respond...
