There's a good point of discussion
Do you understand how emergency releif services work on a national scale? Do you understand the powers of states verses the feds when it comes to law enforcement and emergency management?
There are a lot of people using this a political football, and a way to cover their own butts, but I would suggest some research on how the structure is actually set up.
