To an extent you are correct however no local govt could ever have a snowball's chance in hell of controlling that mess. A local govt does not have access to ship in mass amounts of troops or food and supplies. The only thing a local govt can do is request for those things to happen.

The federal govt is who should be blamed as they did not act fast enough. Hell the Governor declared a national emergency before the storm ever hit yet almost a week later people are still not rescued and out of danger.

I do think the local government lacked a strong leader and maybe that could have helped things abit more, but in reality there is only so much the local govt can do.

The brunt of the blame IMO lies on the shoulders of the head guys at FEMA, the head guys in the US National Guard and this corrupt fucking Bush administration.

I bet if Halliburton was in the bottled water delivery service, we then maybe this admin would have gotten something done.
