You cannot really compare Qatar to really extreme Arab countries. Qatar is very small and also very very rich, all their people have free health care and free electricity and there aren't any real poor people there so there's less discontent and less extremist.

They are also more pro-american because they have a bunch of american colleges over there. I read that Saudi Arabia actually doesn't like Qatar at all because they are moderate Muslimes instead of the "real strict Muslims".
