    Who decides if they can rebuild New Orleans?

    Can the president say, "Lets not rebuild." The city is in a goofy spot. A terroist or at time of war one bomb can displace 500k people. I am not advocating one way or the other but who would make that call???

      I think it depends on city engineers to determine if its safe to rebuild and then its up to the politicians to give the go-ahead or deny it.

              I have heard it described as a big bowl. The water stabilized at a level of 10 feet in some neighborhoods. We have areas in MN that are a flood plane. You cannot rebuild if your house is destroyed. I wonder if the whole city would recieve that distinction.

                New Orleans is a unique city. I'm 99% sure it will be rebuilt, no idea how they would go about it though. It's too important to the US for them to just say fuck it.
