Yes, it means that they are not only better drivers, but smarter ones.
It is, for the most part, harder to get a license in Europe and requires more training.
Here, all you really have to do is past a written test that most clinical research monkeys would pass, and a road test that involves all the skills necessary to park in a semi crowded Walmart parking lot.Comment

People who don't wear seatbelts are pretty dumb. They might think its stupid but they would be surprised what can happen like for instance your body falling out of an open window. I always wear mine and anyone else who is serious about driving does the same.Comment
