Oh, it's way better than that. NPR actually had a reporter at that convention center where dead people were just laying around and cops had been telling them to go... days on end, no food or water, crime and rape and suicide and so on happening. Reporter gives his report, they break over to Mr. Head of FEMA, who says there's no such shelter at the convention center and that they shouldn't spread rumors. The guys says "... but the police have been directing people there"... FEMA man repeats that people should go to official shelters, but then can't mention what ANY of them are, not even the superdome. Repeats the comment about not listening to rumours. NPR guys says "This isn't a rumor, we have a reporter there RIGHT NOW".
Apparently, the current head of FEMA's prior experience in disaster management involved running an equestrian club for a number of years, and IIRC having once been a lawyer on the payroll of FEMA.
Hm... perhaps working in porn is suitable pre-requisite to be head of the DoE.
