No, he should have made sure that the funding to increase the heights of the levees wasn't cut from the budgets for the past 6 years since studies indicated that they would not survive a direct hit from a hurricane.

That is the job of the government, to do those things to protect people that the people can not do themselves. And, if you are the President and sign the budgets, you have to take your share of responsibility. In this care, the Bush Administrations' share is directly on him. After all, the administration spent millions on their favorite pork projects in each of the highway bills. More exactly, 6,500 pork projects.....
