I have seen several officials from the Army Corp of Engineers interviewed and all of them stated that the cuts in funding did not have anything to do with the breeches in the levees. They stated that the problem with the levees is the fact that they were built to withstand a cat 3...and not a cat 4 or 5. They stated that upgrading the levees to cat 4 or cat 5 was never in their foreseeable plans...and further more they stated the intended work on the 17th street canal break would not have prevented the breech in the levee.
