The lack of control has been brought on by the lack of LOCAL leadership. The Mayor of New Orleans isn't a leader, nor are the Police Chief, Fire Chief or the Governor of Louisiana. You can't blame the havoc on the federal government. Leadership (and the blame for lack of leadership) belongs to the LOCAL officials.
