New Orleans was for many years the murder capital of the world, some people, usually the poor and ignorant actually took this and ran with it making the city a war zone, mostly rival gangs and projects getting together and having their own little wars upping the totals and rep of certain hoods such as the Magnolia ('nolia) Melphomine ('melph) Caliope, Fisher Pride, Marry Poppins, and the now famous Iberville which you have all seen the citizens of running around the city. This began in the late 80's and reached its peak in the mid 90's, it was then that sherrif Foti of Orleans and Sherrif Harry Lee of Jefferson Parish along with Mark Morial came in and got really tough on the situation, now I believe DC has the title.
Their mental state is not logically explainable by myself or anyone else. They revel in their lifestyle, they do very little to band together to change it, unfortunately every black person, especially males pay for their sins. As close as I can get it to make sense is that you have people who will equate to warlords trying to prove themselves the strongest and attain power in their turf.
