Yeah, I can agree with you Jade. We are looking at those that didn't have the resources to leave ahead of time. With nothing left, and nothing to lose, taking items seems to be the right way to them to make up for the losses.

But then it doesn't explain why people would shoot at rescue workers. I am sure this is a very small minority of people, probably a handfull. But what makes them decide that they shouldn't help or try to help others. Are they really under the belief they can now rule NO? I don't know, I am having trouble understanding what would make a person treat another person in that manner. But then I have never been in a situation like this, nor have I never not had enough to take care of myself.
