you mean people were just stealing because they could.... regardless of the weather? just because they could? does this happen?
pardon me for not being a meteorologist, but isn't it possible that many people in NO are stealing just because they can for the most part? why do you automatically assume its for good reasons and not bad reasons when you already admit that people will willfully do it just because they can?
