So bottom line Florida is one of the nation's most important states.

From my experience, (one persons point of view), FEMA was
very effective during the Mississippi river floods in St. Louis in the early 90s.
They provided emergency vouchers for Motel rooms and Grocery
stores for people who were made homeless. They did a good job
of meeting the immediate emergence needs of those who needed it.
After the waters receded, they were there to assess damage to property. Affected people were given vouchers to replace clothing, bedding, furniture, mattresses, etc...
Vouchers and grants were given to repair homes, and clean up the mess. They even bought many of the non-repairable homes
in certain flood plains.
All of these vouchers and grants cost money...the goods have to
be paid for.
I think that in that case FEMA was very effective. I would think
that they will be effecttive in Florida too.Comment

People from the south are predominately Republican. The Republican attitude is 'everyone should take care of themselves', 'I don't want my tax money bailing people out of hard times'. Yet the southern states gets more economic aid than any other part of country due to natural disasters. FEMA does make some ridiculous judgment calls.
When my big house in LA got nailed in the '94 earthquake a FEMA rep, out of the blue, came knocking on our door. I told him right away I wouldn't be eliglble for federal assistance, nor would I need it, even though our house was thrashed, since I was obviously wealthy.
He was adament that regardless of the money I had, the government would still be obligated and eager to assist anyone who incurred major damage from the quake. So I said ok if you say so. Next thing I know I got a big check from FEMA. I tried calling someone in charge to send it back but they all said the same thing.
