No he's no responsible for lack of action EBFORE he became president, but he CAN be blamed for lack of action and/or harmful actions while governor of Texas( the most polluted state in the US ) and as president. Global warming may not affect him or even his kids but it WILL affect his grandkids and how a so called CHRISTIAN can not care about their own grandkids is beyond me.
