Well first off, the red cross has to do something with that money. like buy the equipment and supplies, help the destitute, etc. It's not as if they just give the funds way for the reconstruction effort - hardworking people have to be on the ground getting things done.
Just donating money (of which i have none, im broke) is the easy short term payoff. But in the urban areas, there needs to be people on the ground, reassuring and helping others cope, dissuading looters, etc, etc..
There is a war in Iraq. There are only so many national guard troops. I do not believe a strong set of hands will be turned away.
