to be honest they should probably just let them loot. The city is destroyed and unliveable. True looting things like jewelry might be bad and whatnot. I wouldnt shoot someone over looting food from a store. I do understand why the people are looting other kinds of things. Probably to rebuild their lives from scratch. If they looted valuables from stores they could get some cash and rebuild their life in a different city or state.
