you can open a gift account for everyone... But if she/he wants to upload money into it, she/he will need credit card, or ask you to transfer money from your pass to his/her

My question is if they can get a Epass CC to withdrawl the money, without having a CC registered to upload money ;)

as I know, the answer is yes. They can get VISA Electron, without any problem.

Its no problem an affiliate account works just the same with or without an CC attached only thing he can't do is load his account.
Just need to make sure that there is $35 in the account for the Electron card

talking of Epassporte I withdrew some money today, just feels so good earning money over the internet & withdrawing the $$$$$ without hassle.
