It would be popular and I have looked into it before. The only problem with it is banking laws and all kinds of other useless laws dealing with it. I'd do my research with a well paid lawyer before risking it as it carried some heavy ass charges.
Same goes for check cashing. I was going to set up a webmaster check cashing service for those in countries that pay huge fees to cash small checks. The legalities of it were obscene.
