This was a considered action that was not taken under any pressure.

The "significance" was that he knew in advance he was going to kill 1000's of people, including US soldiers, but far more from Iraq.
The "prize" was some senile old bastard that had killed many people before the last invasion.
Clearly it is "worth" the deaths of so many to capture this asshole.
This must have been something to do with "US values" and "good judgement" on the part of the "Commander-in-Chief".
