its been happening for years. Then again it may only be that he did not know he was going to be rebilled and there was no prominent cancel link. It could be any number of reasons.
But with a third party billing you cant do much about it. if he had a merchant account he could have went back in and reversed the refund. Thats what I do and I leave a note for the call center to have cust email me and not to issue a refund. I am at a low enough chargeback ratio that I dont mind eating some chargebacks, its worth the will he or wont he chargeback risk to me.
I dont recommend everyone do this, make sure you can eat the chargeback if he does do it. But when the cust emails me I ask the problem and in the future he needs to bring it to my attention and not think he can go over my head. On my site, there is no over my head (except a chargeback).
