Russia blames US for terrorist attack

    Putin again.

MOSCOW, Russia (CNN) -- Russian President Vladimir Putin has said that mid-level officials in the U.S. government were undermining his country's war on terrorism by supporting Chechen separatists, whom he compared to al Qaeda leader Osama bin Laden.

But Putin said each time Russia complained to the Bush administration about meetings held between U.S. officials and Chechen separatist representatives, the U.S. response has been "we'll get back to you" or "we reserve the right to talk with anyone we want."

Putin blamed what he called a "Cold War mentality" on the part of some U.S. officials, but likened their demands that Russia negotiate with the Chechen separatists to the U.S. talking to al Qaeda.

These are not "freedom fighters," Putin said. "Would you talk with Osama Bin Laden?" he asked.

He's accusing them of supporting the Chechen fighters. If that's not blame, I don't know what is. Okay, maybe I'm not a big Putin fan but I don't see how I could've misinterpreted this.

Funny thing - in 1997 all the world loved the Chechens who were fighting for their freedom and sovereignity and Russia was 'bad'.

And now Russia is 'good' and Chechens are terrorists.

In 1997 they didn't kill 200 children for their cause .

                    True, I agree.

But some people think Russia is much different today than in 1997.

I would say Putin is certainly better than Yelcyn, but Putin's Russia isn't as modern and as democratic as he wants it to be seen by the Western World.

They've been using terrorism for quite some time now with the support of the US, Pakistan and Saudi Arabia. How do you think Bin Laden came about?

It's kind of sad, but expected, that no one is actually acknowledging what the piece of news is saying.

I'd like to know what was going on at "meetings held between U.S. officials and Chechen separatist representatives."

to me that doesn't read as blaming the US but rather saying that their stance hasn't really helped either.

The US, during the cold war, always supported the Chechens in there fight for independance. Do you think Bin Laden appeared just like that?

                                                Ivanov: U.S. supports terrorists

Russian Foreign Minister Igor Ivanov accused the United States of supporting "separatists and terrorists" for allowing a Chechen representative to visit the United States.

Ilyas Akhmadov, who acts as Chechnya's foreign minister, arrived in Washington on January 11. Rubin said Akhmadov will meet "desk-level officials from several bureaus ... to discuss the conflict in Chechnya, including humanitarian and refugee concerns."

Rubin said Akhmadov was invited to the United States by two outside organizations and that his presence does not reflect a shift in U.S. policy.

"These discussions do not constitute a change in policy or recognition of Chechnya in any way, shape or form," Rubin said. "We continue to hold the view and recognize Chechnya as a constituent part of the Russian Federation."

But Ivanov said, "We have more than once announced that this type of action implies support for terrorists and separatists, and not only in Russia."

Meanwhile, the Foreign Ministry announced that a delegation from the parliamentary assembly of the Council of Europe, Europe's top human rights watchdog, would arrive in Russia on Sunday for a four-day visit to Moscow, Chechnya and surrounding regions.

State Department spokesman James Rubin on Thursday repeated the U.S. position of "strong opposition to any non-respect for the fundamental human rights of citizens, civilians, in and around Chechnya."

                                                    No

but seriously, I just stated that remark off topic.

The US does not support the chechen terrorists and support Putin's fight against terrorism, just like Sharon clearly stated his support for putin's fight agaist children killers.

Maybe the US urged russia to negotiate with the chechens at times, so what? they were reffering to the chechens who are not considered terrorists.

The US urged Israel many times in the past to negotiate with the palestinians.

My point is, that US's policy regarding Russia is not at all hypocrite as some posters in this thread have suggested...

A mountainous region, Chechnya has important oil deposits, as well as natural gas,

Now a bit of history :

                                                        - Recognized as a distinct people since the 17th century, Chechens were active opponents of the Russian conquest of the Caucasus during the period 1818-1917.

                                                        - In the mid-1930s, it became an autonomous republic.

-Furthermore, oil is a significant factor in this region.
                                                        A major oil pipeline carries oil from fields in Baku on the Caspian Sea and Chechnya toward the Ukraine;
                                                        Grozny's major oil refinery along this pipeline and Russia's interest to ensure their oil needs are also met has led them to be more concerned that pipeline discussions by major western oil companies have not involved them;
As long as Chechnya is a part of Russia, Moscow would have a say in the oil flowing through it.

-Major Western oil companies and the American government managed to keep out Iran from the picture. In addition, by also getting oil pipelines routed through Georgia, Russian influence was reduced.

Kind of interesting how so many people were supporting the chechen rebels, even though they were constantly beheading and mutilating russian soldiers they captured... Anyone remember the infamous Russian throatcut clip thats been on the net forever?

Edit: Or the time they got a russian farmer and hacked his head off with an axe... Or the time they led a russian soldier who kept falling over and looked half dead on his feet because of battlefield shock, sat him down, talked to him for a few minutes, and then just casually shot him a bunch of times? I recommend everyone take a trip on over to ogrish to see just how dirty the chechens faught even when they had so many peoples support

PUTIN?S WAR in Chechnya has its roots in the 1830s, when the Tsars of Russia carried out a war of colonial conquest that paralleled the U.S. extermination of Native Americans taking place at the same time.

With the Russian Revolution of 1917, the new workers? state declared self-determination for non-Russian national minorities. This was reversed in the counterrevolution led by Joseph Stalin, who in 1944 expelled the entire Chechen population of more than 400,000 people to Central Asia. An estimated 30 percent of the Chechen population died in this repression.

After Stalin?s death in the 1950s, the survivors were allowed to return. When the USSR dissolved following a failed coup in 1991, Chechnya declared its independence, along with the 14 non-Russian republics.

But in 1994, former Russian President Boris Yeltsin launched an invasion of Chechnya to try to stop the Russian Federation from unraveling. In the savage war that followed, tens of thousands of Chechen civilians were killed--some estimate 100,000--and more than 450,000 became refugees. Some 4,300 Russian troops died in the humiliating defeat.

Putin renewed the war after blaming Chechen guerillas for a series of bombings in apartment buildings--even though some residents caught Russian security services trying to plant such a bomb in what they claimed was a "drill."

Putin used the war fever to win presidential elections in 2000. Ever since, his army has been even more savage, with mass executions and rapes, "disappearances," looting and the total destruction of the Chechen capital of Grozny and scores of villages. At least 30,000 more civilians died--along with thousands of Russian soldiers drafted to fight.

Restrictions on the media kept Russians ignorant of the situation--until guerrillas shot down a Russian helicopter in August (2002), killing more than 100 soldiers.

                                                                        ----------------------------------------------
